BY KORIR JUMA,NAIROBI,29TH JAN 2018-The position Chief Administrative secretary created by president Uhuru Kenyatta has been challenged in court.Activist Okiya Omtatah moved to court on Monday challenging the move.
He says the position of Chief Administrative Secretary was reached without public participation.
Omtatah wants the court to quash the president’s decision and prohibit the speaker of the National Assembly from vetting the nominees.
Uhuru created the position across all the 22 Cabinet posts. He said holders of the new positions will be responsible for helping the cabinet secretaries coordinate the running of ministry affairs.
The move has elicited mixed reactions with many arguing the post is not defined in the constitution, hence ‘a reward for loyalty’.
There is also others who argue that it will make tax payers burden more heavier as they will have to dig deeper into their pockets to meet the salaries and allowances of the officials to serve in the ministry.
